Camera angle is how the camera is placed, authors use this to change the way people look at the image. Like if it is above the subject to show what the subject is doing, or if it is like at eye level to make it seem more formal and professional.
Lighting is how the lights a placed and how bright or low it is, authors use this to change the way the picture looks to the person looking at the picture. Like they can make it dark and scary, or they can make it bright and seem happy.
Proximity is how close the camera is, authors use this to make the picture seem more nicer or if they want to make it seem ore dramatic. Like some authors would do what's called an 'extreme close-up' to make the picture focus on the subject and make is look nicer, or they can do a 'medium long' shot to show all the things and make it see more dramatic depending on whats happening in the picture.
I think the author would like us viewers to feel that Mr. President Eisenhower is a good leader.

The lighting that the author used would be lit from the side and lit from above. The author used these kinds of lighting to make him stand out more and to make him seem like he is a leader.
The proximity that the author used would be 'medium long'. The author used this proximity to show us that he isnt a lazy President, by that I mean like if he's just sitting it would be like he doesn't really talk with the people and all he does is sit there, having him stand shows that he is willing to talk to everybody and will always be helping everybody.
The picture is effective by making me feel that he is a good President. I feel like he was a really good President and he was very loyal to everybody.
